The current policy requires a confirmed onward journey to a third country or region through eligible ports and permitted areas. If an emergency or force majeure threatens the deadline, official guidance points to the local public security exit-entry administration before the visa-free period ends. A 12367 consultation is not approval or an automatic extension.
